Equal rights and dignity of women

A few months ago UNESCO recognized the March 7 speech as "Documentary Heritage" (World Certified Heritage). It is very gleeful and makes us proud. In order to celebrate this glorious event, a citizen rally was organized in Suhrawardy Udyan. People from different parts of the country gathered there to emblazon. So far everything was okay. But there was a problem when several women were being victimized and harassed in different areas around Shahbagh in the capital, organized by the rally. Some of the victim women put the status of this incident on Facebook and these became viral.

Where did the character and moral values of the people! In an independent country, women are assaulted on broad daylight, CC cameras and hundreds of law enforcers are being unable to ensure their security. In this incident, our Honorable Home Minister said that culprits will be brought under the law. But how can we get confidence on his words? As far as I know, it is not possible to arrest any criminal involved in this incident till now.

At the festival of Pohala Baishakh, there were similar incidents of female assault in the same way at the gate of Suhrawardy Udyan, TSC-affiliated to Dhaka University. The evidence was published in media. But I have not even heard of the incident that the perpetrators have been punished exemplary. So this year, the trial of the guilty will be exemplified, how to put such confidence on the state?

With regard to the trial of these culprits, the influences of power are involved. Those criminals who are not related to the power, they are judged. And those who are in power, they are out of trial. They are punished only when people force the state to the movement.

Women assaulting and violence on them is a everyday news in our country. Opening the pages of the newspaper can be seen --- because of dowry, because of not agreeing to the proposal of love, during the daily movement women are subjected to torture and harassment. According to a recent NGO research report, 94 percent of women in the public transport were victims of sexual harassment. What a horrific information! Outside the house or even inside, everywhere women feel insecurity.

A woman's life has passed through numerous such undesirable experiences. Because of family and social conditions, many of the victims do not open their mouth about these issues. In the modern era, with the advancement of knowledge and science, the character and moral values of the people should be increased. But what is the reality? Just shame!

In order to ensure equal rights, dignity and empowerment of women in the state and social life, like others country International Women's Day is celebrated every year through various programs in Bangladesh. This year also the day has been celebrated on 8th of this month.

The world is now vocal about women's rights and empowerment. Women are still much more aware of their rights. As a result, gender equality is not fully established, but women's condition has improved much earlier. Now women are coming out of the kitchen. Identity of talent and competence in many important areas of family, society and state has proved that they do not come to the world only to produce children and entertain men. Bangladesh's women are fast moving forward with the empowerment of women in the developed countries of the world.

Bangladesh is now the role model of women in empowering. The Prime Minister, the leader of the opposition, the Leader of the Opposition outside Parliament and the speaker are all women. Besides, women are working with merit and qualification in the important positions of the administration.

Through the knowledge, breaking the chain of subordination, women are moving forward with their qualifications and patronage of the state. One of the major sources of export earnings of Bangladesh is the readymade garments. A major portion of the country's export earnings comes from this sector. Most of the labourers are women engaged in the garment industry.

Apart from this, women's role in agriculture is also remarkable. Women are working on the development in the countryside with shoulder to shoulder with men. But despite all, women torturing and assaulting are not stopped. Women are being deprived of their rights and dignity although they achieve economic independence. Dowry system, child marriage, polygamy, religious superstitions, the domination of patriarchal attitude etc. have become a major obstacle in establishing equal rights and dignity of women.

There is no scope to deny that women's participation in national arrangements and social activities in Bangladesh has increased in comparison. But oppression and deprivation of women did not stop. International law and In addition to the Charter, there is a law for protection of women rights in the country. But sadly, women are still subject to various tortures including physical, mental, economic and sexual abuse in the family, in society and in the state.

According to the report of a private agency, in 2017, 5,583 women were victims of physical abuse, 757 people have been killed, 888 people have been victims of mental torture and 628 others tortured. In reality, this number may be even more. Because many of the victims become silent in most of the time because of social disappointment.

The issue of gender equality in the country is not fully established even today, although half of the population of the country is women. It is not possible to go ahead ignoring a larger numbers. Equal rights and dignity of women must be established for the desired developments.

Effective measures should be taken to stop all forms of violence against women. It is necessary to awaken everyone's feelings that women are part of the society and they contribute to the overall development of the country being partner of men. Promoting positive social outlook and proper application of law can establish equal rights and dignity of women.

Existing quota system needs to be reformed

Special privileges are provided by the state for the improvement of the living standards of the unprivileged sections of the state; quota system is one of them. In our sub-continent, the quota system was introduced mainly in the British period. In the Indian Civil Service, there was a continuation of quota conservation for Indians who could not compete with the British. In the examination of the Indian Civil Service, the British Government made arrangements for recruitment of 33 per cent Civil Servants from Indian Candidates and their quota increased by at least 1.5 per cent each year. Later there were some quota allocations for minority Muslims.
After the independence, the Government of Bangladesh followed the traditional quota system of British people to provide special facilities for the mainstream of the disadvantaged population of the country. In 1997, the Bangladesh Government rearranged quota for different categories of candidates in the civil service recruitment system on 17 March 1997.
Since then, the quota system has become institutionalized in Bangladesh. At present, 56 per cent quota is reserved in the Bangladesh Civil Service. Of this, the quota for the children and grandsons and grandchildren of freedom fighters is 30 per cent, women quota 10 per cent, for all districts 10 per cent, 1 per cent disabled quota and for ethnic groups, 5 per cent quota has been kept. On the other hand, 70 per cent recruitment in 3rd and 4th grade government jobs is from quota, only 30 percent from merit list.
The quota system has been introduced not only for BCS and government jobs, but from primary to university admission. In all, there are now 257 types of quotas in the country. The information shows that the quota system that was introduced to reduce discrimination has now become the means of creating discrimination.
There is a quota system in the other parts of the world to bring the backward classes forward. In other countries, the quota system is re-evaluated even after the expiry of the quota. For this, there is no allegation about the quota system in those countries. But after the quota system was introduced in Bangladesh, the result was not yet re-evaluated.
The demand for renovation of the current quota system in the country is long. Earlier, both the Public Service Commission and the Public Administration Reform Commission recommended the rationalisation of the quota system but nothing was done. The political parties of the country avoid considering the issue as sensitive.
Recently, the movement has begun to demand a reform of the quota system. The country's numerous educated unemployed young can't but help going on the streets because of long-term unemployment, not getting jobs according to their qualifications, family and socially outraged.
The demands of the agitating youth are to reduce the quota system from 55 to 10 per cent, if there is no eligible candidate in quota, recruitment from the merit list in the vacant post, not using the quota facility in recruitment examination more than once and not taking any special recruitment test in quota and set the uniform mark and age limits for everyone in the field of employment. Now waiting to see how much sincerity government will show to the logical demands of younger generations.
In article 29 (3) of the Constitution, the grant of special quota for the citizens ''unprivileged part'' has been approved. But it seems that both the backward and advanced classes enjoy the quota facility. Besides, media coverage of irregularities and corruption of the quota is not new. It is seen that the real freedom fighter is living some time in pulling rickshaw at old age, even the state has no inquiries about, but the fraud one is getting special privileges of the state.
In the same way, other quotes also have the opportunity to ask questions. Therefore, it may not be irrational to ask the question of how beneficial the actual unprivileged people are in the quota system.
Most people of the country are now in favour of reforming the quota system. The government should respect this fair demand of the young generations. It is not the situation now that the quota system was introduced in view of the post-independence situation. Man's per capita income has multiplied. Bangladesh is now low-middle income country. In this era of competition, we will have to give priority to merit in order keeping pace with the world. But the strange thing is that, in our country, quota is being given more priority than merit.
Because of the quota, many talented young are not getting jobs. In the field of recruitment, the posts are kept empty if the eligible candidate is not available from the quota, but the meritorious candidates are not recruited there. As a result, government posts remain vacant in every year. But 9.1 per cent of the youth of the country is unemployed yet. Such discrimination is creating frustration among the new generation. Many of them are frustrated and are leaving the country. If this situation continues, Bangladesh will suffer in the long run.
Educated, talented and skilled manpower is the real wealth of a country. To run a country properly, to accelerate the development activities, efficient manpower is a must. That is why the real assessment of merit is needed. The government should minimise the existing quota system to have the fruitful outcome of a deft administration.

State’s responsibility and minority question

We have achieved great honour as a country of communal harmony. For thousands of years the people of this land have been living in harmony. There are many evidences to stand to prove this communal harmony. People in this land stand beside each other in the face of danger by ignoring the religious identity. But due to the political turmoil and social deprivation this bond of social harmony is going to extinct day by day.
There are unrests among people nowadays and they are hurting one another physically or mentally with or without any reasons. The society and the nation are experiencing negative effects of the deprivation of values.
On a complaint related to a Facebook status regarding religious humiliation, the fanatic groups massacred Hindu homes in the village of Thakurbari in Paglapir of Sadar upazila of Rangpur district. About 30 Hindu homes of the village have been damaged by the fire of extremists.
Hundreds of Hindu families are facing security threats there. This is a nude game of communal violence in the name of protecting religion. The attacks on the minority's houses and shops are not new. There are many complaints regarding forced land grabbing of the minority communities. The people of the minority communities of our country are victims of the violence and torture without any significant reasons.
On September 29, 2012 some lunatics attacked a Buddhist monastery at Ramu in Cox's Bazar. The ardent fanatical groups set fire to the Ramu's 12 ancient Buddhist monasteries and 32 homesteads. At that time, more than six Buddhist monasteries and hundreds of houses were vandalized and looted.
The similar incident took place in the other settlement and Buddhist monasteries of Ukhia-Teknaf on the following day. In October 28, 2016 the same allegations were made against the Hindu community of the Brahmanbaria's Nasirnagar upazila, and more than 100 families of the Hindu community of that area were being attacked. The miscreants vandalized their houses and temples.
Why such a series of attacks are happening against the minorities based on these false allegations? The State certainly cannot deny the liability of these actions. If anyone is guilty of putting status on the Facebook, he must be prosecuted in the court, but attacking certain community is an injustice?
Are minorities not the citizens of this State? It is the state responsibility to protect the minorities. People those who were genuinely guilty in the cases of Ramu, Ukhia and Nasrinagar, bring them under justice so that such incidents never repeat again.
Take the example of election. In our context, election means a dangerous time for the minority community. The people of the minority Hindu community are the major victims of widespread violence during the time of the election. Many times, they are tortured for simply voting.
The main spirit of our great liberation war was to build a non-communal and exploitation-free State. But even after so many years of independence, the dream is not well established.
As a result, incidents of communal violence in the country are increasing day by day. Many families are leaving the country quietly due to the lack of security. Statistics show that in the four decades of the independence, the population has doubled in the country, but in reality the number of religious minorities decreased.
Since the assassination of the Father of the Nation Sheikh Mujibur Rahman, minorities started to leave this country. That trend is still going on. The rate of the minority population in Bangladesh was around 20-21 per cent during the independence. But now this rate is around 9.7 per cent, according to the available data.
Before the next national election, extremist militant groups are trying to be active to create a confidence crisis by destroying the communal harmony. Everyone will have to stand against this evil power at any cost. In order to ensure punishment of these evil works court should not consider the political identity of those criminals. Those who are involved in these misdeeds are the enemy of the State. The court must ensure exemplary punishment for them.
We must bear in mind that Bangladesh was born as a country for all not for Muslims or for Hindus. As a country of communal harmony, there is no alternative to stop minority oppressions. In order to do so the State should play a proactive role.
