Bangladesh Police: Remain people’s friend forever

As a child, I used to run away in fear whenever I saw a policeman wearing a khaki dress. Despite not having the ability to analyze any good or bad, as a child, I was afraid of the police. Growing up, the fear of the police of the ignorant period began to mature by watching and reading about various kinds of negative activities of police on a daily basis.

Later I realized that this fear is not only mine, but most of the common people of this country. And this may be the reason why no one easily seeks help from the police even if they are in danger. Allegedly, common people do not step on their feet to the police station unless they are forced to. And even if someone seeks legal help with any problem in the police station, most of them have bitter experience.

Bangladesh Police is intimately involved with the people. This force is responsible for maintaining law and order in the country, preventing adulteration, curbing militancy, prosecuting aspirants, curbing crime, assisting in the establishment of justice, minimizing traffic congestion and maintaining order on the roads, including special security protocols for VIPs.  In addition, police is involved in many ways with the history of our freedom struggle. The first armed resistance against the Pakistani aggressors was formed by the members of the police force. Despite all the performances and contribution to the society, a wall of mistrust and suspicion has been built between the police and the common people of this country and it has stayed for a long time.

The first corona patient was identified on March 8 in Bangladesh. The police force is one of the frontline fighters who have been fighting against the Corona situation since its inception. About 10,000 police members have been infected with the corona virus and more than 30 members breathe their last till now. They were infected with the corona virus while serving the country and its people during this pandemic. Bangladesh Police is currently the most admired force in the country for their humanitarian activities.

There are many humanitarian activities that BD police is performs during this epidemic. Under current situation, when house owner attempt to evict the tenants illegally from the house at midnight, police comes forward to arrange shelter for the helpless people. Relatives are fleeing, leaving loved ones on the streets fearing Coronavirus. Policemen are treating the sick.

While the relatives are not coming forward to entomb the body of the deceased in Corona, the police are arranging the funeral in accordance with the religious rites of the deceased. Policemen are providing food for the unprivileged hungry people. They are pouring water on the heads of people who have fallen ill on the streets. They are working yet at all times to create awareness about coronavirus among the people of the country and making sure lockdown.

In Corona past period, Bangladeshis usually deem the police to beat any peaceful democratic movement, to suppress a particular political party, to be involved in extrajudicial killings, to prosecute in absentia, to indict innocent people. Police has repeatedly made itself negative headlines by getting involved in illegal activities. The public interest works of the police at normal time surpassed by so many dishonest activities.

The police who are now on the side of the people during the Corona period, before Corona, the people of this country had many allegations against that force. The question is what happened in the police force overnight that resulted in their humane and responsible behavior? Speaking with some police officers, I realized that one of the most obstacles of the police in the way to be a friend of the common people is the powerful persons who disrespect law and unjustly they use their influence to make the police stand against mass people interest.

The police are forced to obey the authorities for the sake of their own, his family's safety and job. And those who ignore all kinds of adversity and stand against the miscreant have to endure various deprivations and insults as well as have to face unsought incidents. Another major problem is corruption in police recruitment. When an incompetent person becomes a member of the police force in exchange for a large sum of money, he naturally becomes corrupt in his working life.

Since the political influence on the police has let up during the coronavirus, the police are now able to function independently. And for several years now, there have been no serious allegations of corruption in police recruitment. As a result, a positive change has begun to take place in the police department. The humane and responsible behavior of the police during the epidemic is results of that indeed.

Bangladesh has already passed several months of corona infection. During this time the situation in Corona did not improve but deteriorated. The country's economy has been facing hardship due to lockdown for a long time. Hunger, poverty, unemployment is on the rise. At the same time, we are afraid of death. The situation will not improve very quickly, it is easy to guess. Still as frontline fighters, the policemen are working relentlessly in the interest of the country. I wish them good health and at the same time congratulate them for their benevolence.

The humane role and responsible conduct of the police during the epidemic has created an opportunity to rethink about the Bangladesh Police. People have already started thinking of the police as friends. The police force should now break down the wall of long-standing mistrust of the people and at the same time, act in a way that does not hurt people's faith again. We do expect the Bangladesh Police will stand beside the common people like a friend not only during the pandemic, but also in normal situation.

Culture of impunity and the death of innocents

The New Market area has returned to as usual after a joint meeting of students and business leaders. The shopkeepers have reopened their shops by arranging with various items aiming at Eid. The market is also quite crowded with customers. Everyone in need of life and livelihood has turned the pages and started working with new enthusiasm. But what about the families of the two people who lost their lives in the conflict? Will their family ever be able to return to normal life? Is their loss compensable?

Clashes erupted between workers at two fast food outlets in New Market which later turned into a clash between the businessmen and the students of Dhaka College. The Dhaka College and New Market area turned out a battlefield in the chase and counter-chase of shop owners-employees and students of Dhaka College. Many innocent people including journalists and police were injured and two persons lost their lives in this bloody clash which lasted for 48 hours. One of them is Nahid Hossain, a 'deliveryman' of a courier service who left his home in Kamrangichar to join his workplace.

But he lost his life in a clash between the two sides in the New Market area. Footage published in the newspaper shows a young man wearing a helmet stabbing Nahid indiscriminately with a sharp weapon. Could it be the image of a civilized state? After having a look on the brutal picture, really I can't control myself. Nahid has nothing to do with those who were involved in the conflict. He also did not go there to fight with any group, then in whose interest did innocent Nahid have to die? Who will answer this question? Another is Mursalin, a salesman at a readymade clothing store in the New Market who also got admitted with injuries at the hospital and lastly succumbed. Now it is a question of fair justice!

The clashes, which lasted for about 48 hours, resulted in heavy traffic jams during Ramadan. Many innocent people including journalists and police have been injured while performing their professional duties. The police tried their best to normalize the situation. But ignoring them, clashes were going on from time to time. Now the question is - is it only the responsibility of the police to keep situation under control?

In a place as important as Newmarket, bloody clashes have been going on for a long time but why no responsible person of the country rushed to there to handle the situation? Mayor of the city, Business leaders, Local leaders, why not take the initiative to normalize the circumstances? There are many such questions but who will reply? The situation would not have been so worsen if any person in charge of the high level had been active in the beginning.

Nahid got married just seven months ago. His wife Dalia's hand is still hennaed where is embossed 'I love you Nahid.'  Nahid left forever breaking the chain of love and Dalia's all dreams. Mursalin had a small family with wife Mitu and a son and a daughter. In a short span of time, two families and all theirs dreams flattened Out. Trading has already grown up in the New Market in full swing. Students of Dhaka College will also be back in class-examination. But the loss of Nahid and Mursalin's family in the conflict will never be made up. The state cannot turn aside its liability.

The state will not be able to return Nahid and Mursalin to their families. However, the state can break the ice to the bereaved families by making sure exemplary punishment to the criminals. After all, this needs to ensure to restore people's confidence in the country's justice system. Nahid's mother named Nargis Akhter said to the journalists that she didn't want want justice! Her remarks highlighted a lack of confidence in the country's justice system, which is an ominous sign for a civilized and democratic state indeed. We want to have confidence in the justice system of the country.

What happened in the clashes that day is a criminal offense. The culprits can be traced only by analyzing the footage of numerous TV cameras and CCTV. We all expect the perpetrators to be brought to justice through an impartial investigation without any political considerations.

How long will our roads remain death trap?

A heartbreaking accident took place at Savar's Boliarpur on the morning of June 4, the same day when the whole country was thunderstruck and brought us down by the news of one death after another in a huge explosion after a fire broke out at the BM depot in Sitakunda. A Dhaka-bound bus ran over an Atomic Energy Commission bus in the other lane, killing four people on the spot and seriously injuring several others. So far 6 people breathed their last breath in this accident. Every unfortunate death is excruciating, causing deep wounds in the minds and raised furore among the people.

Pooja Sarkar is one of the few officials of the Atomic Energy Commission who was killed in the road accident that day. The girl who lost her mother in childhood grows up with a lot of hardship and struggle being able to get admitted as a student of 41st batch of Physics Department of Jahangirnagar University. She completed her graduation with distinction, and then she joined the Bangladesh Atomic Energy Commission as a scientific officer. She had married the love of her life, Tanmoy Majumder, who graduated from Dhaka Medical College, made a home of love and dreams. After marriage, she regretted that they did not stay together for a long time due to the posting of her husband Dr. Tanmoy. By any means, she managed to change her husband's posting and brought him to Manikganj.

After a long time, the couple started to live under one roof again. 6-month-old unborn child in the womb of Pooja. New dreams in the eyes of the two. All in all, the excitement of Pooja's happiness has been revealed on the Facebook status of his uncle Subrata Nandi. But her happiness did not last long. Everything is like a tale! Everything was shattered in the blink of an eye when a speeding long- haul bus rammed into the BAEC officer's bus carrying scientist Pooja Sarkar. Who will take responsibility for this incident?

Last June 11 was Pooja Sarkar's birthday. A picture went viral through social media where is seen Tanmoy Majumdar is cutting a birthday cake with a picture of his dead wife in his lap. But her last year's birthday was also a joy, a wave of love. Dr. Tanmoy's gloom face exposes that breathing does not always mean to live. Will he be able to forget everything and come back to normal life? Will such tragic incidents continue to happen in the name of accidents? Is there no end to this crying?

Road accidents are nothing new in this country. Every day, somewhere, someone is killed on the street, or maimed. This can no longer be called an accident because of the constant reckless uncontrollable driving, unlicensed driver, and unfit car crashing into a place where people are dying. Every person in this country has to go out at the risk of their lives. The whole road is like a death pit. Our day begins with extreme uncertainty. Death is now just a number in this country!

According to the information received, 6284 people were killed and 7468 injured in road accidents last year. In May this year alone, 1,029 people were killed in road accidents. According to the World Bank, Bangladesh has the highest death toll in road accidents in South Asia. But is such kind of information disturbing the people concerned at all?

Although the number of road accidents has increased alarmingly, no effective measures have been taken yet to control it. Sad but true, when students started a movement demanding safe roads, the student wing of the government party attacked them! Even then the government was forced to pass the road safety law but it has not been implemented properly. Instead, the government was forced to amend the law under pressure from transport workers' leaders.

The government is a kind of hostage to the leaders of various organizations related to road and transport. They raise fares if they want to, they ran over people if they want to, they call transport strikes if they want and make the whole country unusable! They are so powerful that they do not care about rules and regulations of the country. On the other hand, there are allegations of corruption against the BRTA. Instead of serving the people, some corrupt employees of the BRTA are harassing the people for years. Obaidul Quader, Minister of Road Transport and Bridge, conducted several raids but the real situation has not changed yet! The driving license matchs yet now without driving test if you are ready with bribe. The bus which ran over BAEC officials that day had no fitness, even no driver's license. So how did it on the road? There are also many allegations against the traffic polices. People are also not aware of traffic rules while moving. The overall situation in the transport sector is dire. But how long?

Is our attitude free from racism?

Nowadays the way racism, sectarianism and discrimination have become so prominent around us, the question may arise, how much has mankind really become civilized? Various inhuman incidents like George Floyd killing have jogged human understanding.

Two weeks after George Floyd's death, his body was buried. The protests did not stop yet even after he was buried. He is now in the hearts of millions as a symbol of the fight against racism. US administration being able to realise, the protesters will not return home without justice.

The incident started with the death of former basketball player George Floyd in the US state of Minnesota. Derek Chauvin, a white police officer, tortured and murdered George Floyd, an African-American, in the state last on May 25 to arrest him. Protests erupted in Minnesota over the incident and have now spread throughout the United States, even to America's fraternal countries. White people are also taking part in this movement along with blacks. Excited crowds continue to protest, ignoring hundreds of threats from President Trump and widespread warnings from provincial officials.

Trump should have established unity in a peaceful way through discussion. But instead of doing so, he has created isolation by cracking down on the agitators. This kind of attitude that President Trump has shown in controlling the situation also seems to be the result of a kind of racist thinking. Many are joking through social media that racism is associated with the name of the president's residence. White House! How can he be neutral residing there?

The situation is not under the control of the US government now. The administration could not suppress the movement even after imposing curfew. Demonstration is going on amid Covid-19, ignoring even health risks.

Protesters now demand the end of long-running racism in the United States. People are expressing outrage at various statues of America's various racist leaders. Columbus himself, a hero to the West, did not escape the wrath of their anti-apartheid movement. Protesters smashed the head of a statue of Columbus. The administration is forced to remove one by one the memorial of various racist and slave leaders.

In support of the protesters, House of Representatives Speaker Nancy Pelisi tweets "The statues which fill the halls of Congress should reflect our highest ideals as Americans. Today, I am once again calling for the removal from the U.S. Capitol of the 11 statues representing Confederate soldiers and officials. These statues pay homage to hate, not heritage."

Democrats have introduced a bill to reform police in Congress in the wake of protests over Floyd's death. The House of Representatives will soon vote on police reform. The Police Reform Bill could be passed as the Democratic Party has a majority in the council. America is now waiting to make a new history.

History of racism in countries:
Not only in America, but also in different countries of the world, there have been many unfortunate incidents centered on racism. There have been movements at different levels. Nelson Mandela, the revolutionary leader of the anti-apartheid movement in South Africa, has dedicated his life to the cause of eradicating racism. Renowned African-American human rights activist Martin Luther King Jr has led a non-violent movement to establish human rights in America. He speaks of his dreams. But the question of how much the real situation has changed is still relevant today.

I would like to highlight here a relevant issue. The terms black and white are not used in our country. But if you look deeply around, you find racism that goes on silently. How is that? The white-skinned girls gets favour when they getting married even in some cases, despite less qualifications. But in the case of a black- skinned girl, the opposite is reality. Despite having the qualifications of a black girl, most often she faces unexpected difficulties in getting married. We are taught 'white' means beautiful and 'black' means ugly by our around. Besides, there is extra dowry pressure on the daughter-in-law's father indeed! In the boy's cases, skin color is somehow overlooked if he is more qualified.

Let me share another personal bitter experience here. Growing up, I heard, when I was a child, most of the people did not want to believe that I was her child. Even when I grew up and went out with my mother, I noticed even many being ensured asking my mother if I was really her child! The only reason is that I am white-skinned and my mother is not. Wouldn't you consider such thinking as racist?

Not just in our country, but in this subcontinent, racism is systematically inculcated in the minds of the people. As soon as you turn on the TV or like others, you will watch various advertisements for whitening cream. Theadvertisements motivate'white' means you are ahead of others and you have extra confidence. What a horrible advertisement, ever wondering?

Such racist advertisements have anbad effect on of all ages, specially on children. The central government of India is going to ban the advertisement of cosmetics that demands lightenning the skin color. The Ministry of Health and Family Welfare has already proposed a draft bill with a provision of 5 years imprisonment and a fine of Tk 50 lac for such advertisements. Who knows when the government of our country will think about this?

No way to skip some people have capitalized on this racism and made huge businesses. Day by day, various types of business organizations are being formed anonymously. Huge businesses have sprung up in parlors and cosmetics stores. Some rogue businessman has induced in the minds of the girls in any way that black-skinned means they are backward. Sad but true most people take part in the ill-fated competition to whiten black skin by believing in flashy ads. As a result, they are being disserved mentally, physicallyandfinancially.

So now the question is - what is the solution to this problem? For this we must first be aware. We have to believe that one has no hand in birth. Every human being created by the Almighty is beautiful. And the government must strictly suppress any kind of hate speech. For this, the government needs to be strict.

In addition, especially women need to be financially self-sufficient. After all, everyone needs to be modern not physically, but mentally. Then maybe it is possible to eradicate racism from the society.

COVID- 19 in Bangladesh : what’s going on is nothing but dangerous for all

Thousands of people, most of them are garment workers, are rushing back to Dhaka from across the country despite the nationwide shutdown as Bangladesh government has allowed garment owners to open their factories. Due to the ongoing suspension of public transport operation, some workers are to walk hundreds of miles having baby in their lap, some have luggage on head while some use goods-laden vehicles. Due to rush of passengers and lack of vehicles, they are supposed to travel in flocks, riding in freight trucks ignoring the guidelines of physical- distancing. All are running towards Dhaka with health risks ignoring hundreds of adversities and sufferings of roads only to save their jobs. Trying to save job of the workers by ignoring even death is really heartbreaking. Fear of death is trivial to hunger!

The Bangladesh is undergoing the four stages of Coronavirus at present according to the specialists. COVID-19 four stages is when spread is practically uncontrollable and  there are many major clusters of infection all over the  country. This period is taken into account as the most dangerous period. So, we are in a great danger. Coronavirus can strike a terrible blow at any time. Evidence of their prediction is already being noticed. The number of corona cases in the country is increasing day by day. The districts that were safe are now also affected. However, the good news is that our country still has a much lower rate of infections and deaths than the developed world. So, there is still time to minimize both the incidence and mortality rate by dealing with this step with caution. Unfortunately, what’s going on is nothing but horrible for all.

One garment factory after another is being opened. Mad rush of the workers on roads amid shutdown. Garment workers are returning to Dhaka from the villages in groups, accepting various hardships due to the closure of public transport. No social distance is being ensured. The reason behind opening garment factories is that the competing countries of Bangladesh have opened factories. They have gone into production. In addition, the demand for ready-made garments is increasing as the European market is also becoming active. In this situation, if the domestic factories cannot go into production, then Bangladesh will lose the market of readymade garments. Buyer countries will cancel advance orders too etc. Besides, there are other issues of the domestic economy with it. People's lives will gain momentum, factories will re-open, the country's economy will be active --- this is what everyone wants. But the problem is that the safety of the workers in the factories is not satisfactory. I live in Savar, I observe myself how the workers are being employed without maintaining social distance and hygiene rules. To see the miserable condition, the Savar health official himself has appealed to the concern ministry to close down the garment factories. Besides, urging the workers to come to factories while stopping public transport is a terrible decision. If necessary, the authorities could arrange for them to be brought in special transport by ensuring social distance. Besides, appropriate measures should be taken to prevent the spread of the coronavirus in factories. Such an awful situation is not desirable at this moment where the whole nation is facing an outrageous epidemic. We must think of the biggest interests in this exhaustion of the nation. The employer needs to keep in mind that workers need to be saved if the garment industry is to survive.

The government declared a general holiday in March after the first corona patient was identified in the country. That holiday is still going on, it is heard, the lockdown period will step up. The government has banned all kinds of public gatherings to prevent the spread of the epidemic, and has even imposed restrictions on religious institutions. So, we need to rethink about how reasonable it is to open garment factories when the number of infected is growing. In addition, even if the employer claimed, they has not yet been able to ensure the health and safety of the workers. The decision of those who are in vital positions of the country is very contradictory. They impose on the people whatever they want! Earlier, the workers were asked to come to Dhaka. They came to their work places accepting various difficulties but after reaching the work place they saw the garments closed! Again they came back their home accepting various hardship.  Now they have started coming to Dhaka again with health risks. Nothing but just lack of coordination all around. The coronavirus is still under our control. So by eliminating all the inconsistencies, all concerned should work together as per the advice of the experts otherwise Bangladesh will have to suffer a lot.  We don't have enough time to blaming each other.

Rifat’s death and the degradation of our moral value

Criminals stabbed a young man named Shah Neyaj Rifat Sharif to death in broad daylight in front of Barguna Government College. A video of this incident has gone viral in the social media. In the presence of his wife and hundreds of people on the spot, Sharif was subjected to brutality. Sharif's wife Minni tried her level best to stop the miscreants but she failed.

Locals claim that two persons named Nayan Bond and Rifat Farazi stabbed Sharif, leaving him critically injured and Sharif breathed his last after being admitted to local hospital. Nayan Bond and Rifat Farazi are the leaders of local stalkers and they both maintain Gang. They are involved in drug abuse and snatching. Local people and the victims did not open their mouth in fear before but now all the evil deeds of the criminals are being revealed one by one.

The other incident is that in Jharkhanda extremist Hindus killed a Muslim youth named Tebrej stringing him with a pole for seven hours. What a shock! At this time he was forced to say 'Jai Sriram' and 'Joy Hanuman'. There is a storm of condemnation of this incident in social media. The incident occurred when US Foreign Ministry's report claimed that minority Muslims do not have any religious freedom in India. After coming to power in the second phase of the BJP, so-called guards and religious extremists again started the atrocities like killing Muslims. We have a great reason to be concerned about the way religious extremism arises in our neighbouring country.

Biswajit, the tailor of old Dhaka, came to my mind while I was watching the video of Rifat Sharif's stabbing. In a similar way, Biswajit was hacked to death. He was stabbed to death in broad daylight. Likewise, video footage of Biswajit killing had gone viral. Condemnation was noticed in social media. But sadly nobody came forward to protect him while he was being stabbed in front of hundreds just like what happened in Sharif's case.

The question is--in front of a hundred people an innocent man was stabbed by terrorists, but nobody came forward to save him. But why? There may be many reasons behind this. But I think the two main reasons are- the degradation of moral values and the distorted culture around.

Intolerance is increasing in people. One attacks another without mentionable reasons, at the same time people are being so self-cantered that they do not feel the need to stand against this enormity. Rather, they pass by or take photos, videos hoping for likes and comments. I must say these are the online beggars of the digital era. They started their revolution putting a status on Facebook staying at home. But in reality they have no role in the state or society. All their activities are limited to likes and comments on Facebook.

The tendency to stand beside each other and help the distressed people at the time of danger is decreasing day by day. None but human beings are responsible for it. In the modern era, with the spread of knowledge and science, human values are expected to be increased. But sadly, it is going extinct. The sick culture around us is prevailing. Disappearance, murder, terrorism and extra judicial killings are increasing day by day. Biswajit and Sharif are the examples of the absence of the rule of law. Besides, the state has been contriving to ensnare the revolutionaries.

There is no scope to deny that such type of incidence is a matter of extreme deterioration of law. In the absence of the rule of law and the democratic values, unrest is prevailing everywhere. If there is no rule of law and the state fails to take exemplary action against the guilty, unrest increases in the society. The numbers of miscreants are increasing and at the same time in the absence of the rule of law, they are doing everything at their sweet will and terrorising the people.

The fact that none will come forward to help others in such a scary situation considering personal security is known to all. Considering self-security, the common people tolerate all kinds of misdeeds done by the terrorists like Nayan Bond. People remain silent in the face of atrocities that occur right in front of their eyes. Some of them put status on social media protesting. Sadly one has to re-think even there is the ICT Act sued against him/her.

The common people know if they dare to ward off Noyon's Bond stabbing hand, innumerable followers of Noyon Bond will devour them at once. There are countless Nayan Bond in our country and they are organised. They are patronized and made for a group of people of the society. But the patronizers are behind the scene always. We can realise that Rifat Faraji and Nayan bond's saviour hands are far away from that after stabbing one to death in broad daylight.

The police remains inactive. Even if police arrests, terrorists like Nayan Bond quickly get out of jail and cause new misdeeds. The incident of the death of Rifat occurred in the presence of hundreds of people. Police claims the spot is under their CCTV cameras. According to the rules, CC TV has a control room for surveillance.

So after the incident, why did not the police immediately take action against the accused? However, the prime accused Nayan Bond was killed in gunfight with police but is this permanent solution? Who patronize Nayan Bond, a deep analysis is running on this question. The local Awami League is divided into two groups, one party blaming the other. We are accustomed to take a look at such situation after happenstance. We also anticipate if the media turns away from this incident, all will be suppressed. Bangladesh must be out of this indiscipline.

To ensure rest in society, apart from the arrest of the accused directly involved in this heinous murder, the patrons of terrorists should be brought under the law and provided exemplary punishments at any cost. If the state fails to exterminate its roots then a new one could be added on the list of Biswajit and Shah Neyaj Rifat Sharif.

Border killing: There are promises but no implementation

The issue of border killing was reintroduced again in our discussion since 6 Bangladeshi nationals were shot dead at Bangladesh-India border by Indian Border Security Force (BSF) last January. There is no scope to deny that the Bangladeshi killing at India-Bangladesh border by the Border Security Force has now has become one of the major issues to bilateral relations between two countries. Several meetings were held between Border Security Force and Border Guards Bangladesh to stop killing and torture at the border. Every time the Indian Border Security Force pledged to bring border killing and torture to zero.

The high level of the government of India also assured us repeatedly to bring down border killing. But in reality what we notice there is no implementation of their commitments. The situation has improved very little over the years. The arrogant behaviour of the BSF has not stinted. The number of order killing continues to rise instead of falling. Another worrying news is that, by violating international law, Indian Border Security Force often enter Bangladesh illegally and attack Bangladeshis and abduct them. We do not know the reason for such arrogant behaviour of BSF. We, the Bangladeshis, do not expect such misbehaviour from our neighbouring friend state.

India is a big democratic country in this region. Besides Bangladesh, there are land boundaries of Myanmar, China, Bhutan, Nepal and Pakistan with India. But most deaths occur in India-Bangladesh border by Indian Border Security Force. Most of the killings were being occurred due to trivial reasons if we look back.

The list of complaints of human rights violation against Indian Border Security Force is very long. In 2011, the hanging dead body of Felani Khatun on barbed wire at India-Bangladesh border has became a symbol of the cruelty of the BSF. A voice raised around the world when inhuman scene of Falani's hanging body was published in various media. This incident was strongly condemned by various human rights organizations as well as the Bangladesh Government and the guilty BSF members were demanded for justice. Eight years passed since then but sadly the trial of the murder has not been ended yet. Such absence of justice gives rise to new crimes.

Of course we would like to see that the border guards of both the countries will play an important role against militants, terrorists, arms and drugs traffickers and smugglers in the border. In this regard, the border guards of the both countries will be aware so that no criminals can get away with doing crimes. All deserve that the culprits will be brought under justice and punished. But what message do we get from BSF when they enter Bangladesh inside by violating international law and show arrogant behaviour? Such perky behaviour of BSF is very unexpected. Such misbehavior of Indian Security Border Force is developing a kind of anti-Indian attitude among Bangladeshis young generations that is noted when Indian issues appear.

According to the human rights organization Ain O Salish Kendra (ASK) six Bangladeshis were shot dead by BSF in January. Another human rights organization ODHIKAR says that 144 Bangladeshis were killed and 227 more Bangladeshis injured by BSF in the last five years.

Bangladeshi people living in the border areas travel to India illegally for different needs. Besides, many Bangladeshis have relatives in India. For the sake of that relationship, many people try to cross the border illegally. But none of them stay in India for a long time. They return their homeland when they meet needs. I must accept that it is a crime to cross the border illegally. But I must also say that none of the Bangladeshis are so much threat to India's security that they will be shot dead as soon as Indian Border Security Force sees them.

There are also allegations against the BSF that Bangladeshis are also being killed or tortured due to wrongdoing in the zero line, not just crossing the border. Indian Border Security Force argues that they do not open fire on civilians; but when armed smugglers attacked them, they are forced to fire in self defence. But has BSF shown any strong evidence for this argument yet? I do not deny those who were shot dead, many of them crossed the border illegally or associated with smuggling but they are not of armed attackers.

Regarding the smuggling in bordering areas, the people of both sides have responsibilities. But in every incident unarmed Bangladeshis are just killed. People in both two countries are involved in smuggling at the border. Even there are complaints against many BSF members. Then why will the Bangladeshi people only be subjected to such cruel and brutal killing at the border? When a Bangladeshi illegally enters India's border areas, the BSF can arrest him or her and hand them over to the police. A case may be filed against trespassers and they may be brought under justice.

But they cannot shot them or torture. No sovereign state can ever accept such innocent killing, torture or abduction of its civilian citizens. Indian Border Security Force has been opening fire on border violating the compromise agreement and promises. These killings and torture are undoubtedly a clear violation of international law and human rights. Unfortunately, there is no fair trial of these cases. As a result, unexpected incidents such as torture and murder are increasing at border.

At present India is one of the world largest economic and democratic powers and Bangladesh is India's one of the friends in this region. But apparently India doesn't maintain friendly relation at the border. It's high time for India to realise that unarmed Bangladeshi killing at border is one of the biggest obstacles to make a friendly relations between the two countries. Also as a neighbouring state, we never expect such an illtreatment from a large democratic state like India. In order to build up a friendly relationship between the two countries in real sense, all the arrogant and inhumane behaviour of the BSF must be stopped.

Jahangirnagar University : 48 years of excellence

It has been a few years since the academic relations with the university have been broken up. The relation that was developed with the University during my varsity life has been strengthened. The sweet memories always keep in mind. However, Far from the capital in an aesthetic beauty of nature, in a calm and quiet environment, Jahangirnagar University, one of the leading universities in the country for higher education, was established 48 years ago on this day. The only residential university in the country is a unique feature of rich biodiversity and natural beauty.

Modern architectures are mixed with nature. Jahangirnagar University is also unique in the field of research and higher education. The University has been playing a responsible role in the country's advancement as a pioneer since the establishment.

Jahangirnagar University is a same aged of independent Bangladesh. On January 12 in 1971, Governor of East Pakistan and the Chancellor of the University Rear Admiral SM Ahsan officially inaugurated the University. On August 20 in 1970, the then East Pakistan government named the new university through an Ordinance, 'Jahangirnagar Muslim University'.

After the independence, the University Act of 1973 was passed in the first session of the Jatiya Sangsad. The name of the University was changed to 'Jahangirnagar University' by excluding the word Muslim in the University Act - 1973. At the time of founding, the University started with 4 departments and 150 students. In the passage of time, Jahangirnagar University has been regarded as one of the country's leading university.

Currently, about 13 thousand students are studying in 35 departments and 4 institutes under 6 faculties. There are about 664 teachers at present.

Alongside education and research, a student of this university has been playing a significant role in the intellectual practice, political and economic movements of our country. The students of this university participated in the liberation war. Students of this University had participated spontaneously during the Ershad government's education movement and anti-autocracy movement. Students of Jahangirnagar University did not tolerate any iniquitous in their green campus. University premises have been shaken repeatedly in the slogan against injustice.

The movement against sexual violence started in Jahangirnagar University now spreads across the country. Such incidents of violence do not happen only at Jahangirnagar University, it is done separately in the whole country. However, it was first publicly protested with bravery in the Jahangirnagar University premises. This movement is still known as South Asia's biggest anti-sexual violence movement.

In the 48 years of the establishment of the University, there has been a lot of glorious achievement. The University has contributed to the country a lot in this short time. Internationally renowned scholars and researchers are being grown here. Today, many former students of this varsity are in the country in various important positions. Many of the students have been spreading internationally and they are doing well. It is a matter of great exhilaration for the Jahangorian.

Besides progress, some expectations and problems should also be talked about. To ensure democratic environment in the university and to provide the democratic right of the students, the University's Central Student's Union must be run. But JUCSU is ineffective for more than two decades. Present VC Professor Dr. Farzana Islam, after taking the authority, She announced to tune in JUCSU but did not take any initiative. JUCSU election is confined to assurance yet. Last year, the registration of the Registered Graduate Delegate was held after 19 years of Jahangirnagar University. The winner's majority panel was then promised to take necessary steps to arrange the JUCSU.

But nothing was done in reality yet now. The country's only full-fledged residential public university has an order, but in reality there is a severe housing crisis. Apart from eating low-quality food in the dining and canteen of the residential halls, the students have to live that hinders the intellectual development. The hotels at Battalaya on the campus are very commercial.

As a result, students are to take unhygienic foods at a high price. The only gymnasium of the university is the woeful situation. Swimmingpool has been lost for a number of years due to administration's negligence. In the uncontrolled and chaotic movements of the outsiders, the natural and biological environment of the campus is in danger. There are problems in the classroom crisis, intense seat crisis in the library, transportation crisis, inadequate funding for research, slow wifi connection etc.

The current government has approved a project of 1445 crore 36 lakhs for the infrastructural development as well as the improvement of education and research including other facilities of the University. Hope, Progress must be continued by eliminating existing problems. To develop ideological values, intuitive meditation and real humanity, Jahangirnagar University will lead the next day - is a such expectation.

Existing quota system needs to be reformed

Special privileges are provided by the state for the improvement of the living standards of the unprivileged sections of the state; quota system is one of them. In our sub-continent, the quota system was introduced mainly in the British period. In the Indian Civil Service, there was a continuation of quota conservation for Indians who could not compete with the British. In the examination of the Indian Civil Service, the British Government made arrangements for recruitment of 33 per cent Civil Servants from Indian Candidates and their quota increased by at least 1.5 per cent each year. Later there were some quota allocations for minority Muslims.
After the independence, the Government of Bangladesh followed the traditional quota system of British people to provide special facilities for the mainstream of the disadvantaged population of the country. In 1997, the Bangladesh Government rearranged quota for different categories of candidates in the civil service recruitment system on 17 March 1997.
Since then, the quota system has become institutionalized in Bangladesh. At present, 56 per cent quota is reserved in the Bangladesh Civil Service. Of this, the quota for the children and grandsons and grandchildren of freedom fighters is 30 per cent, women quota 10 per cent, for all districts 10 per cent, 1 per cent disabled quota and for ethnic groups, 5 per cent quota has been kept. On the other hand, 70 per cent recruitment in 3rd and 4th grade government jobs is from quota, only 30 percent from merit list.
The quota system has been introduced not only for BCS and government jobs, but from primary to university admission. In all, there are now 257 types of quotas in the country. The information shows that the quota system that was introduced to reduce discrimination has now become the means of creating discrimination.
There is a quota system in the other parts of the world to bring the backward classes forward. In other countries, the quota system is re-evaluated even after the expiry of the quota. For this, there is no allegation about the quota system in those countries. But after the quota system was introduced in Bangladesh, the result was not yet re-evaluated.
The demand for renovation of the current quota system in the country is long. Earlier, both the Public Service Commission and the Public Administration Reform Commission recommended the rationalisation of the quota system but nothing was done. The political parties of the country avoid considering the issue as sensitive.
Recently, the movement has begun to demand a reform of the quota system. The country's numerous educated unemployed young can't but help going on the streets because of long-term unemployment, not getting jobs according to their qualifications, family and socially outraged.
The demands of the agitating youth are to reduce the quota system from 55 to 10 per cent, if there is no eligible candidate in quota, recruitment from the merit list in the vacant post, not using the quota facility in recruitment examination more than once and not taking any special recruitment test in quota and set the uniform mark and age limits for everyone in the field of employment. Now waiting to see how much sincerity government will show to the logical demands of younger generations.
In article 29 (3) of the Constitution, the grant of special quota for the citizens ''unprivileged part'' has been approved. But it seems that both the backward and advanced classes enjoy the quota facility. Besides, media coverage of irregularities and corruption of the quota is not new. It is seen that the real freedom fighter is living some time in pulling rickshaw at old age, even the state has no inquiries about, but the fraud one is getting special privileges of the state.
In the same way, other quotes also have the opportunity to ask questions. Therefore, it may not be irrational to ask the question of how beneficial the actual unprivileged people are in the quota system.
Most people of the country are now in favour of reforming the quota system. The government should respect this fair demand of the young generations. It is not the situation now that the quota system was introduced in view of the post-independence situation. Man's per capita income has multiplied. Bangladesh is now low-middle income country. In this era of competition, we will have to give priority to merit in order keeping pace with the world. But the strange thing is that, in our country, quota is being given more priority than merit.
Because of the quota, many talented young are not getting jobs. In the field of recruitment, the posts are kept empty if the eligible candidate is not available from the quota, but the meritorious candidates are not recruited there. As a result, government posts remain vacant in every year. But 9.1 per cent of the youth of the country is unemployed yet. Such discrimination is creating frustration among the new generation. Many of them are frustrated and are leaving the country. If this situation continues, Bangladesh will suffer in the long run.
Educated, talented and skilled manpower is the real wealth of a country. To run a country properly, to accelerate the development activities, efficient manpower is a must. That is why the real assessment of merit is needed. The government should minimise the existing quota system to have the fruitful outcome of a deft administration.
